So after a bunch of fiddling around today, I decided to bypass gluetun for sabnzbd and immediately im getting full speeds

That's a good thing! Your VPN was the bottleneck then. If you're comfortable downloading without a VPN, you can leave it as is. If not, try tweaking your VPN settings, like selecting a faster P2P server, etc.
